Dallas lawyer Frank Stevenson hopes to kill three birds with one stone during his upcoming year as State Bar of Texas president.

Stevenson plans to guide the state bar to launch a legal incubator for young attorneys who want to serve low- and middle-income Texans. The incubator will aim to provide employment for young attorneys and also address the “justice gap” that occurs when low- and middle-income people can’t afford to hire lawyers, he explained. Stevenson said he hopes the incubator will set up a new crop of young attorneys who will be ready to take over law practices from older attorneys who retire.

“Its intention is to pick lawyers who have a passion for dealing with the legal problems for average Americans and equip them with training and mentoring so they can set up their own law practice,” said Stevenson, a partner in Locke Lord in Dallas. “The most important thing, the most salient criteria these programs seek is an entrepreneurial spirit. These have to be people who have the courage, the head and the heart to be able to go out and set up their own practices and serve this profound need.”
