Residential Taxpayers Don’t Fare Well in Texas Comptroller Arbitrations Involving Bexar Appraisal District

The Bexar Appraisal District (BAD) recently produced Texas Comptroller arbitration outcome data for the last decade. It is an interesting data set since the arbitrators are presented with a singular issue – determining the value of property in a range between the taxpayer owner’s assessment and that of BAD (and its ARB). Graphically, we’ve set the taxpayer owner at the left margin since they typically urge values lower than BAD. So dots at the right margin are 100% wins for BAD. Dots at the left margin are taxpayer owner wins. The blue dots represent individual arbitration outcomes. The orange dots present the mean for each arbitrator. Arbitrators are then sorted in descending order by mean with arbitrators awarding values closer to BAD appearing at the top.
Though some arbitrators handle few cases, the win rate for BAD is also instructive. Again, the further right the bar graph, the more that arbitrator rules for BAD. Here is the win rate by arbitrator:
